Is there any way we can get prelim PHP 7 dlls to test with our Phalcon project (with Phalcon 2.1 RC1).

Not for PHP 7...
are you guys running those dlls / windows boxes only for testing and development? It is much favourable to use GNU environment for both dev and prod use.
Has this been completed yet? Would love to be able to test phalcon+php7.

We're setting up a VM to generate php7 dlls
Personally, I would concentrate on native (UNIX) PHP7 Phalcon support. Windows, DLL... that's waste of precious time at this stage when major PHP is out and major GNU/Linux is out too with default PHP7, if PhalconPHP is not ready for such stack - many developers, clients, and critics will rule out Phalcon as deprecated.
This would be perfect for me , if its not to mutch bother.
We're having issues compiling DLLs for x86_32bits, the 64bits are compiling just fine, we can share them if you're using a 64bits php7 distribution.
they did some fixes on zephir ( a while ago ) why dont you give it a try to compile phalcon ftom soruce ? also when my server is down i work on ubuntu server virtual box.
i may try to see what happens if you try zephir under windows in next few days and give you some advices if possible.

That's actually the best answer any $Windows developer can get.
I would still vote to release first stable Phalcon 2.1 which works on PHP7 on GNU/Linux, and then, if there's time and nerve to build DLL for M$.

So, in case of PhalconPHP, priority is to have a stable release for production environment, and later on for Windows, perhaps Mac too.
