Hi, I build Phalcon 1.2.4 Extension for Php 5.5, 64 bit with VC11.
In my github repository you can download the DLLs for Thread Safe and Non Thread Safe Php Environment:

I tested the extension on Php 5.5.7 Thread Safe.

Phalcon should put some kind of link in the downloads area for people that do this I think
So much trouble to find a proper version of php_phalcon.dll with such configuration Windows 7 Business Edition Service Pack 1 i586 Compiler MSVC11 (Visual C++ 2012) Architecture PHP Extension Build API20121212,TS,VC11!! And then you solve the problem like this! Thanks very much for you good job
