You should paste "%appdata%\Sublime Text 3\Installed Packages" in Windows Explorer ...if this directory doesn't exists, you can created or move the sublime package to Program Files\Sublime Text 3\Packages
It says's it's for sublime text 2 but it also works fine on sublime text 3 Build 3059 Release Date: 17 December 2013
Did you event try it ? lol
I didn't do anything fancy, just installed via package control
