what is your error? where do you get stuck? linux is linux, im guessing some packages are named differently for kali, so you have some dependencies missing. otherwise, installing phalcon is the same as on any other linux.
also, why would anyone run kali as a web server? :D it's supposed to be a toolset to audit other servers, and has no security benefit to run the server itself on kali... :P

This is just pushing the thing where it does not belong.
Bottomline, if you're using Kali you should be familiar with manual compilation procedure and than it's not an issue for you to compile it from source.
