Phalcon-Throttler

Hi all, we as OakLabs have recently started to open source some small libraries that we are developing and/or using.

In this case I speak about Phalcon Throttler, a simple Rate Limiter for Phalcon. For now, it requires Redis to work, but it can easily extended to work with other adapters, such as Memcached.
