Is Phalcon subject to the U.S. export control regulations (EAR)?
I'm not a lawyer or American, but I really don't think so. I think EAR only applies to physical products, not software. And even if it did, Phalcon doesn't do anything like control missles, or have really strong encryption, or anything else that is geared towards human rights or national security.
In my opinion, you'd be safe to use this anywhere.
