Is it allowed to edit phalcon devtools?

The question is as my title says:

Is it allowed to edit phalcon devtools and use it for speeding up my own projects?

I want to be able to build or extend an existing developer tools software to speed up developing projects, because I have allot projects running.

Do you see a license that prevents you to edit phalcon devtools? if you don't then you can edit it. cheers.
