Phalcon dev-tools not working in win 8.1 64bit WAMP server

I am using WAMP server, Php version 5.5.12, phalcon v. 1.3.3. I have installed phalcon successfully in wamp but i am having trouble with phalcon dev-tools.

I added path in enviroment variables Evniroment variable.

Since then i reboot my system more that 5 time so no need to restart apache at the moment :) ;) .

But this is what i get in command interface

can anyone help me solve this, I having trouble for phpstorm too.

download new dev-tools and repet all process again and its done :) . Strange :|
