Install Phalcon on Ubuntu 18

I tried to install Phalcon using this instruction https://tecadmin.net/creating-project-with-phalcon-developer-tools-in-linux/

Than I need to create a symbolic link

ln -s /opt/phalcon-devtools/phalcon.php /usr/local/bin/phalcon

But I can't to do it, because phalcon.php doesn't exist in "phalcon-devtools"

What do you know about it?

the readme here is up to date it got changed recently
